کرناٹک رینٹ ایکٹ: مالک مکان کی رضامندی کے بغیر کرایہ داروں پر 50,000 روپے جرمانہ
بنگلورو: کرناٹک میں کرایہ دار جو مکان مالک کی رضامندی کے بغیر کرایہ پر دئےےگئے احاطے کو سب لیٹ کرتے ہیں انہیں جلد ہی کرناٹک کرایہ قانون کے تحت تجویز کردہ ترامیم کے مطابق 50,000 روپے کے بھاری جرمانے کا سامنا کرنا پڑے گا، جو کہ موجودہ جرمانے سے 900 فیصداضافہ ہے،۔کرناٹک کرایہ(ترمیمی) بل، جس میں یہ سخت دفعات شامل ہیں، کو قانون اور پارلیمانی امور کے وزیر ایچ کے پاٹل کی سربراہی والی جانچ کمیٹی نے منظوری دے دی ہے۔ توقع ہے کہ اسے ریاستی مقننہ کے آئندہ اجلاس میں پیش کیا جائے گا۔فی الحال، غیر مجاز سبلیٹنگ کے لیے جرمانہ 5,000 روپے ہے یا سبلیٹنگ سے وصول ہونے والی رقم سے دوگنا جو بھی زیادہ ہو یا ایک ماہ تک قید۔ مجوزہ ترمیم اس کی جگہ 50,000 روپے جرمانہ لے گی۔مکان مالکان کو کرایہ داروں کا استحصال کرنے سے روکنے کے اقدام میں، بل میں ایسے مکان مالکان کے لیے جرمانے میں اضافہ کرنے کی تجویز بھی دی گئی ہے جو سب لیٹ کو رضامندی دینے کےلئے ادائیگی کا مطالبہ کرتے ہیں یا وصول کرتے ہیں۔ ایسے زمینداروں کو اب 30,000 روپے جرمانے کا سامنا کرنا پڑے گا جو کہ موجودہ 3,000 روپے سے زیادہ ہے۔ تجویز کردہ ترمیم کے مطابق ایک ماہ تک کی قید کی سزا ختم کی جا رہی ہے۔اس ترمیم میں غیر رجسٹرڈ بروکرز اور بیچل مین کو بھی نشانہ بنایا گیا ہے جو پراپرٹی کے کرایے میں ملوث ہیں۔ ایکٹ کے سیکشن 20 کے تحت، انہیں ‘کنٹرولر’ کے ساتھ رجسٹر کرنے کی ضرورت ہے – عام طور پر بڑے شہروں میں ایک اسسٹنٹ کمشنر، چھوٹے شہروں میں ایک سینئر تحصیلدار، یا دیہی علاقوں میں ایک تحصیلدار، رپورٹ میں شامل کیا گیا۔رجسٹر کرنے میں ناکامی پر اب روزانہ 25,000 روپے جرمانہ عائد کیا جائے گا، جو کہ موجودہ 2,000 روپے سے بہت زیادہ اضافہ ہے۔ مزید برآں، موجودہ 2000 روپے کے مقابلے میں، مسلسل خلاف ورزی کے ہر دن کے لیے 20,000 روپے یومیہ جرمانہ عائد کیا جائے گا۔
