بنگلور۔5مارچ(سالارنےوز)سرکاری کاموں کے کنٹراکٹ میں مسلمانوں کے لئے ریزرویشن کا مسئلہ ایک بار پھر سامنے آیا ہے۔ اس سے پہلے بھی مسلمانوں کوکنٹراکٹ کاموں مےںریزرویشن دینے کا معاملہ بحث کے لئے آیاتھا ، پھر کافی مخالفت ہوئی ، جب مخالفت بڑھ گئی تو حکومت ٹھنڈی پڑ گئی ، لیکن اس وقت ضمنی انتخاب تھا ، اس لئے حکومت خاموش تھی ۔ پچھلے سال جنوری میںرےاستی وزےر ضمیر احمد کی قیادت میں مسلم نمائندوں کے ایک وفد نے وزیر اعلیٰ سدارامیا سے ملاقات کرتے ہوئے سرکاری کنٹراکٹ کاموں مےںمسلمانوں کو4فےصد ریزرویشن کا مطالبہ کیاتھا۔ اب بجٹ اجلاس شروع ہونے کے ساتھ ہی وزےراعلیٰ خاموشی کے ساتھ سرکاری کاموںمےں درج فہرست ذات وقبائل اورپسماندہ طبقات کے مطابق مسلمانوں کو بھی رےزروےشن دےنے پرآمادہ دکھائی دے رہے ہےں ۔کے ٹی ٹی پی ایکٹ 1999 کے سیکشن 6 اور 2000 کے کرناٹک ایکٹ 29 میں ترمیم کا عمل شروع کیاگےاہے۔ محکمہ خزانہ نے ترمیم بل کا مسودہ تیار کیا ہے ، جسے وزیر قانون و پارلیمانی امور ایچ کے پاٹل نے منظور کیا ہے۔ آج شام کابینہ کے اجلاس میں اس بل پر تبادلہ خیال کیا جائے گا۔ ذرائع نے بتایا کہ اگر کابینہ اس کی منظوری دیتی ہے تو یہ بل اسمبلی کے موجودہ بجٹ اجلاس میں پیش کیا جائے گا۔حکومت نے اس سے قبل کے ٹی پی پی ایکٹ میں ترمیم کرتے ہوئے درج فہرست ذات و قبائل سے تعلق رکھنے والے ٹھیکیداروں کو 50 لاکھ روپئے تک کے کاموں میں 24.10 فیصد ریزرویشن فراہم کیا تھا۔ سدارامیا حکومت نے 29 مارچ 2023 کو ایک گزٹ نوٹیفکیشن جاری کیا تھا ، جس میں دوبارہ کے ٹی ٹی پی ایکٹ میں ترمیم کی گئی تھی اور اےک کروڑلاگت تک توسےع کی تھی۔ 2023 کے بجٹ اعلان کے مطابق 10 جون 2024 کو ایک گزٹ جاری کیا گیا تھا،جس مےں پسماندہ طبقات ذےلی زمرہ اےک کی فہرست مےں موجودذاتوں کے کنٹرکٹرس کو4فےصدرےزروےشن اور2بی اے فہرست مےں موجودذاتوں کے کنٹرکٹرس کو15فےصدرےزروےشن جاری کےاگےاتھا۔ ایک سال قبل وزےراعلیٰ سدارامیا کو مسلم کمیونٹی کے نمائندوں کے دستخط شدہ ایک خط موصول ہوا تھا جس میں مسلمانوں کے لئے ریزرویشن کا مطالبہ کیا گیا تھا۔ بعد ازاں محکمہ خزانہ نے بھی محکمہ قانون کو ایک تجویز بھیجی اور اسے کابینہ میں لانے کا منصوبہ تیار تھا ، جب معاملہ سامنے آیا تو ضمنی انتخابات کی ووٹنگ کے لئے صرف دو دن باقی تھے ، اس لئے حکومت اس مسئلہ کووقت اعتبارسے روکے رکھا۔کانگریس اور جے ڈی (ایس) نے بی جے پی پر مسلم مخالف ہونے کا الزام لگایا تھا۔ سدارامیا نے فوری طور پر واضح کیا کہ ریزرویشن پر عمل درآمد نہیں کیا جائے گا۔ لیکن اب کوئی الیکشن نہیں ہے ، اس لئے اس بار انہوں نے اس کی مخالفت کی۔ حکومت اس بل کو بجٹ اجلاس میں ہی پیش کرنے کا ارادہ رکھتی ہے۔ جبکہ او بی سی کٹیگری 1 میں 4 فیصد ریزرویشن ہے ، او بی سی کٹیگری 2 میں 43 فیصد کے کل ریزرویشن کے ساتھ 15 فیصد ریزرویشن ہے۔ماضی میں ریاست میں حکومت وقف جائیداد کے تنازعہ پر اپوزیشن کی طرف سے تنقید کا نشانہ بنی تھی اور بی جے پی نے حکومت پر ووٹ بینک کے لئے مسلمانوں کو راغب کرنے کا الزام لگایا۔اب بجٹ اجلاس میں ہی ریزرویشن کو نافذ کرنے کا منصوبہ بنایا گیا ہے ، جس کی بی جے پی کے مخالفت کرنے کا امکان ہے ،اگرکرتی ہے تو بھی اس کااثرزےادہ پڑنے والانہےں ہے۔ فی الحال سرکاری کنٹراکٹ کے کاموں مےں اےس سی،اےس ٹی کمےونٹی کے لئے 24فےصدرےزروےشن ہے۔اوبی سی زمرہ 1کے لےے 4فےصدرےزروےشن ،جبکہ اوبی سی زمرہ 2کے لئے 15فےصدرےزروےشن سمےت کل 43فےصدرےزروےشن دےاگےاہے۔اب مسلمانوں کے لئے 4فےصدرےزروےشن دےاجاتاہے ےانہےں آنے والاوقت ہی بتائے گا۔
