بنگلورو29جون(سالار نےوز) نائب وزےر اعلیٰ ڈی کے شےو کمارنے کہا کہ آپ کی زندگی ،جائےداداورکھاتوں کی حفاظت ہماری گےارنٹی ہے اور ےہ حکومت عوام کے حساسوں کی حفاظت کےلئے آپ کی دہلیز پر آئی ہے۔ گریٹر بنگلور اتھارٹی( بی بی اےم پی ) اور محکمہ محصولات کے اشتراک سے بےٹرائن پورہ کے سہاکار نگر کے مےدان مےں منعقد ای۔ کھاتہ مےلہ اور گھر گھر ای۔ کھاتہ پروگرام کا افتتاح کرنے کے بعد شےو کمار نے ان خےالات کا اظہار کےا اور کہا کہ حکومت رےاستی وزےر کرشنا بائرے گوڈا کے حلقہ مےں ایک انقلابی قدم اٹھا رہی ہے اور حکومت اس اسکیم کو عملی طور پر یہاں لاگو کیا ہے۔ انہوںنے کہا کہ ہم صرف ووٹوں کی سیاست نہیں کر رہے ہیں بلکہ عوام کی فلاح و بہبود، جان او املاک کے تحفظ کی سیاست کر رہے ہیں۔
انہوں نے کہاحکومت نے کسانوں کو زمین دی اور اے کھاتہ نہ رکھنے والے افراد کو بی کھاتہ فراہم کی ہے اس کے علاوہ حکومت بغےر حکم نظام کے تحت کاشت کرنے والے کسانوں کو زمین دی تھی۔ انہوںنے کہا کہ حکومت ایس ایم کرشنا کے دور مےں جو منظم منصوبہ تھا اس پر عمل کر تے ہوئے کسانوں کو صرف 5 روپئے میں کھاتہ کے دستاوےزات فراہم کی ہے۔ نائب وزےر اعلیٰ نے کہا کہ عوام کی جائیداد کا ریکارڈ کارپوریشن کی حدود میں اسکین کیا گیا ہے تاکہ جائیداد کے ریکارڈ کو درست کیا جا سکے۔ انہوںنے کہا کہ حکومت کا مقصد حلقوں مےں کسی بھی شخص کو بغےر کسی رشوت کے کھاتہ جاری کےا جائے ۔شےو کمار نے کہا کہ ان کے خواب کو شرمندہ تعبےر کرنے کےلئے وزےر کرشنا بائرے گوڈا نے ان کے اس خواب کو حال ہی مےں وجئے نگر ضلع کے ٹانڈو علاقوں کو رےونےو دےہات مےں تبدےل کےا اور 1,11,111 لوگوں کو مفت دستاویزات فراہم کیں اس طرح رےاستی حکومت نے چھٹی گیارنٹی اسکیم،” کے طورپر نافذ کیا ہے۔انہوںنے بتاےا کہ کارپورےشن کی حدود مےں کل 25 لاکھ جائیدادیں ہیں اور انہوں نے ان تمام جائیدادوں کو ڈیجیٹلائز کرکے عوام کی دہلیز پر پہنچا کر ایک انقلابی تبدیلی لانے کا فیصلہ کیا ہے،عوام اپنی جائیداد کے دستاویزات اپ لوڈ کریں اور ای-کھاتہ بنائیں، اگر ایسا کرنے سے قاصر ہیں تو آپ کو فراہم کردہ فون نمبر پر کال کریں تو عملہ آپ کے دستاویزات کو اپ لوڈ کریں گے۔شےو کمار نے کہا کہ کارپوریشن کی حدود مےں 25 لاکھ جائیدادوں میں سے5 لاکھ جائیداد کے دستاویزات اس طرح تقسیم کئے گئے ہیں۔ یہ دستاویزات بےٹرائن پورہ حلقہ کے 50 ہزار مکانات میں تقسیم کئے گئے ہیں۔انہوںنے کہا کہ جس طرح شناختی کارڈ کو ایک منفرد نمبر دیا گیا ہے اسی طرح حکومت بھی جائیدادوں کو منفرد نمبر دینے کےلئے پابند عہد ہے۔انہوں نے کہا،یکم جولائی سے ایک ماہ تک ای۔کھاتہ مہم چلائی جائے گی اس مہم میں حصہ لیں اور اپنی جائیداد کا ای۔کھاتہ بنالےں اور دھوکہ دہی سے بچیں۔ انہوں نے بتاےا کہ آے والے دنوں مےں شہر کے تمام وارڈوں میں اس طرح کا پروگرام منعقد کریں گے او ر افسران اور کارکنان عوام کے ساتھ تعاون کریں گے۔نائب وزےر اعلیٰ نے کہا کہ حکومت بنگلورو میں ایک بڑی تبدیلی لانے کا منصوبہ بنا رہی ہے شہر کی آبادی 1.40 کروڑ ہے ٹرافک کی بھیڑ کو دور کرنے اور شہر میں جامع ترقی کےلئے 1 لاکھ کروڑ روپئے کے منصوبے بنائے گئے ہیں اس میں سے پی آر آر سڑک حلقہ بےٹرائن پورہ سے گزرے گی۔انہوںنے کہا کہ مکان کی تعمےر کے وقت بلڈنگ پلان کی منظوری کےلئے دفتر کا چکر لگانے کی ضرورت نہےں پڑے گی بلکہ ٹرسٹ پلان سکیم کے ذریعہ ایک ہی دن میں رجسٹرڈ انجینئرز کے ذریعہ 50×80 سائز کی سائٹ کےلئے بلڈنگ پلان کی منظوری حاصل کر سکتے ہیں۔ اس سکیم کے ذریعے حکومت نے اب تک 9ہزار بلڈنگ پلان منظورکئے ہیں۔ انہوںنے کہا کہ جن مالکان نے ابھی تک جائےدادا ٹےکس ادا نہےں کر پائے ہےں انہیں ون ٹائم سٹےلمنٹ ا سکیم کے ذریعے جائےداد ٹیکس ادا کرنے کا موقع دیا گیا ہے۔شےو کمار نے بتاےا کہ بےٹرائن پورہ حلقہ مےں ضروری فلائی اوور اور سڑکوں کی ترقی کےلئے کروڑ روپئے کا ایک پراجیکٹ شروع کیا گیا ہے۔ انہوںنے بتاےا کہ وزےر کرشنا بائرے گوڈا نے مرکزی حکومت پر دباو¿ ڈالا ہے اور بنگلور میں سیوریج کی نالیوں کی رکاوٹ کی دیوار کو بڑھانے کےلئے 2 ہزار کروڑ کی گرانٹ لاےا ہے۔انہوںنے کہا کہ حال ہی میں سپریم کورٹ نے ایک حکم جاری کیا ہے کہ اگر کوئی گھر تعمیری منصوبہ کی اجازت کے بغیر تعمیر کیا جاتا ہے تو پانی اور بجلی کے کنکشن فراہم نہیں کئے جائیں۔ انہوں نے کہا کہ حکومت ماہرےن کے ساتھ بات چیت کر رہی ہے تاکہ اس مسئلہ کا حل کےا جاسکے ۔انہوںنے ےقےن دلاےا کہ اس کے بجائے کہ ہم کتنی دیر تک اقتدار میں رہتے ہیں اس سے زیادہ اہم بات یہ ہے کہ جب ہم اقتدار میں ہیں تو ہم اپنے پیچھے کیا وراثت چھوڑتے ہیں۔حکومت بنگلور بنانے والے کیمپے گوڑا، کینگل ہنومنتھیا جنہوں نے ودھان سودھا بنایااور ایس ایم کرشنا کو یاد کیا جس نے بنگلور کو ترقی دی۔ اسی طرح کرشنا بائرے گوڈا کو بھی عوام یاد رکھنا چاہئے جنہوںنے عوام کی جائےداد کا ریکارڈ دیا اور جائیداد کی حفاظت کی۔ انہوںنے حلقہ کے عوام سے گزارش کی کہ وہ اگلے اسمبلی انتخابات مےں کرشنا بائرے گوڈا کو اےک لاکھ ووٹوں کی اکثرےت سے جےت دلائی ۔
اس موقع پر وزےر برائے محصولات کرشنا بائرے گوڈا نے کہا کہ ای۔کھاتہ سسٹم کا نفاذ صرف اس مقصد کے ساتھ کیا گیا تھا کہ کسی کو فرضی دستاویزات بنانے اور کسی کے محنت سے کمائے گئے مکان اور جائیداد پر قبضہ کرنے سے روکا جائے اور ہر ایک کی جائیداد کی ملکیت کو مضبوط کیا جائے۔ انہوں نے کہا کہ جب کاغذی کھاتہ تھا اس وقت یہ خطرہ تھا کہ کوئی بھی فرضی کھاتہ بنا سکتا ہے۔ انہوںنے کہا کہ لینڈ مافیا کے جعلی اکاو¿نٹس کے ذریعہ بہت سے لوگوں کی جائیدادوں کو لوٹنے کی بہت سی مثالیں ہیں۔انہوںنے کہا کہ متوسط طبقہ کے لوگ شہری علاقوں میں محنت کرتے ہیں اور جائیداد خریدتے ہیں اور کوئی اور جعلی دستاویزات بنا کر اسے چھین لیتا ہے اس کے علاوہ ایسی صورت حال میںجائیداد کے مالکان کو اپنی جائیداد رکھنے یا فروخت کےلئے دلالوں کو لاکھوں روپئے ادا کرنے پڑتے تھے۔ اس وجہ سے ان تمام مسائل کو مکمل طور پر ختم کرنے کےلئے ہی ای۔ کھاتہ سسٹم نافذ کیا گیا ہے ۔ انہوں نے یقین دلایا کہ ایک مرتبہای۔ کھاتہ حاصل ہونے کے بعدجائیداد کی ملکیت کو محفوظ رکھا جائے گااورجعلی لین دین ہمیشہ کےلئے ختم ہو جائے گااس کے علاوہ مستقبل میں جائیداد کی فروخت اور لین دین کے دوران درمیانی افراد کی لعنت کو بھی روکا جا سکتا ہے۔ بائرے گوڈا نے کہا کہ حکومت جب ای۔ کھاتہ نافذ کیا توچند افراد نے اس پر تنقید کی۔ انہوں نے الزام لگایا کہ اس سے حکومت کی آمدنی میں کمی ہو سکتی ہے لیکن کیا حکومت کو ایسے غیر قانونی لین دین سے پیسہ کمانے کی ضرورت ہے؟ انہوںنے بتاےا کہ گزشتہ 5 مہینوں کے دوران ان کے بےٹرائن پورہ حلقہ مےں 150 سے زیادہ ای۔کھاتہ مہم چلا ئی گئی ہے ، کانگریس کے کارکنوں اور رضاکاروں نے50ہزارافراد کےلئے مفت ای۔ کھاتہ بنانے کےلئے اپنی ملازمتیں چھوڑ دی ہیں۔ اس کے ساتھ ہی ان کے حلقہ مےں ریاست میں سب سے زیادہ ای۔کھاتہ تقسیم کرنے والا حلقہ ہونے کا اعزاز حاصل کیا ہے۔ تاہم انہوں نے اس بات پر دکھ کا اظہار کیا کہ اپوزیشن کے چند ارکان سوشل میڈیا کے ذریعہ اس بارے میں افواہیں پھیلا رہے ہیں۔بائرے گوڈا نے کہا کہ چند اپوزےشن لےڈران سوشل میڈیا کے ذریعہ جھوٹی خبریں پھیلائی ہیں کہ ای ۔کھاتہ مہم کا مقصد جائیداد کے مالکان سے جائیداد کی معلومات حاصل کرنا اور پھر انہیں چھپانا ہے۔ انہوںنے کہا کہ بی جے پی جھوٹی خبریں پھیلانے کے علاوہ کچھ نہیں جانتی ہے لیکن اس جھوٹ پر یقین کرنے والے لوگوں کا کیا ہوگا افسوس کا اظہار کیا۔اس موقع پر رےاستی وزےر کرشنا بائرے گوڈا اور نائب وزےر اعلیٰ نے گھر گھر پہنچ کر ای۔ کھاتہ ای۔ کھاتہ ڈرافٹ تقسےم کےا اس موقع پر بی بی اےم پی کے چےف کمشنر مہےشور راءاور محکمہ محصولات کے اعلیٰ افسر بھی حاضر تھے۔
